2020 SUBU BAP Project Applications
In 2020, Sakarya University of Applied Sciences BAP Coordinatorship will support Master and Doctorate thesis projects. Follow the steps below for project application.
1. Download the Project Application Form, Letter of Undertaking and Technical Specification Information files at the end of the page on your computer.
2. Fill in the project application form; Print out the letter of undertaking and sign all of the pages.
3. Read the technical specification information file about the budget items in your project; prepare the technical specification about the items you will purchase, and print it out. Sign all pages of the technical specification files.
4. Take the student certificate of your thesis student you are supervising from SUBU Graduate Education Institute. It should be stated in the student certificate that the student is in the thesis period.
5. Submit the Project Application Form, Letter of Undertaking, Technical Specifications and student certificate files you have prepared and signed to Sakarya University of Applied Sciences BAPK.
Evaluation of Projects
The project proposals submitted to the BAP Coordinator are taken into preliminary evaluation in order to examine whether they meet the necessary conditions. Project proposals that meet the requirements during the preliminary evaluation phase are sent to the relevant commission member by the Coordinator. The Commissioner may send the proposed project to take the opinion of the referees or experts on the issue, if he deems it necessary. The project application is then submitted to the commission evaluation. The Commission can make changes in the project content. Project proposals taken into consideration are either accepted or rejected.
The commission decides whether or not the project will be supported, taking into account the former work and scientific publications of the project team. The Commission may seek help from experts on the issue at all stages of the evaluation process, if necessary. The Commission may ask the project team to make an oral presentation, which may be open to the audience, for all projects if it deems necessary.
The projects are accepted upon the decision of the commission with a report indicating the details and upon the approval of this decision by the BAP Commissioner.
Procedures and Principles Regarding Project Applications
A. PROGRAM ESSENTIALS
1. The limits of support to be given to graduate thesis projects in 2020 are given in the table below.
Master Thesis Project Upper limit 7500 TL
Doctoral Thesis Project Upper limit 15000 TL
2. The total amount of support to be provided for the projects is limited to the BAP budget.
3. The financial supports to be provided for thesis projects are limited to the legal education periods determined in the education and training regulations of the relevant study area.
4. There is no time limit for applications. Applications can be made throughout the year.
5. The student of the thesis that is subject to the application must continue his graduate or doctorate education, certify that he / she has benefited from the student rights, and the thesis proposal form has been accepted by the decision of the institute. The student must be a student of Sakarya University of Applied Sciences.
6. The project executive is the thesis advisor. The project manager must be the staff of Sakarya University of Applied Sciences. A consultant can apply for a maximum of 1 (One) Graduate Thesis Project at the same time, accepted by the authorized bodies of the relevant institute or units.
7. A project manager who is currently running one or more Postgraduate Thesis Projects cannot apply for a new postgraduate thesis project. Project executives who have an unfinished project despite the expiration date, who have an unfulfilled interim report or publishing condition requirement for other projects cannot apply to the postgraduate thesis project without successfully finalizing their respective obligations.
8. At least 6 months must be left for master's theses and 12 months for the doctorate study period in order to benefit from student rights (maximum period 6 semesters for master’s, 12 semesters for doctorate degrees).
9. No support should have been received from SUBU BAPK on the same topic before.
B. APPLICATION PROCESS
1. Project applications will be made by filling out and signing the project application file with its attachments to be downloaded from bapk.subu.edu.tr, and delivered to the BAPK unit.
2. The evaluation and implementation process of the projects will be carried out as specified in the Sakarya University of Applied Sciences Scientific Research Projects Implementation Directive.
C. GENERAL CONDITIONS
1. When it is possible to supply the needs in the budget items from the university, it is mandatory that one of the multiple tenders to be requested from the university in accordance with the public interest.
2. The budget stated for Machinery, equipment, consumables and service purchases in the project budget table cannot be transferred to one another. The shift across the budget items, which does not need to be indicated in the project proposal form, can be made with the approval of the BAP Committee only once if it has been foreseen in the risk chart.
3. There is no support for computer purchases in projects. The project-specific assessment of the BAP Commission is taken into account for special computer needs that cannot be met by the university.
4. In case of a need, usage of the machinery, equipment and consumables for the completed projects by researchers of our university is possible through a written request sent to the relevant unit by the requester.
5. Of the machinery, equipment and consumables requested in the project budgets, it is a priority to use those available from the completed projects checking through BAPK inventory system in order to screen their availability in the relevant units. It is possible to meet them from the project budget by submitting a letter of justification indicating that the use of machinery, equipment and consumables requested from the relevant unit is inappropriate.
6. For projects with a book purchase request, a letter is requested proving that the central library and unit library do not have the book in their inventory during the purchase request.
7. In the service purchases made from the projects, according to article 22 / a of the Law No. 6183, the certificate of no tax debt must be submitted to the unit. The validity period of this document is 15 days. Tax debt is not taken into account for amounts whose invoice amount is within the limits determined by the Revenue Administration. If the tax debt is above the specified limits, the bill will be paid by receipt through deducting the exceeding amount.
8. Withholding invoices must be delivered to BAPK within 1 week (5 working days). The financial or criminal liability that might arise from the undeclared invoices belongs to the project manager.
9. In the thesis projects, no researchers can be employed other than the thesis student, and the thesis student cannot be employed as a scholarship student.
D. REQUIRED CONDITIONS FOR PROJECT APPLICATIONS
1. All the topics in the application form need to be filled out completely and should contain sufficient information to evaluate the project scientifically,
2. The literature summary is not given as a raw list (it is discussed with the reference of the literature), the references given in the literature summary are associated with the text,
3. The application form is prepared in the desired format, filled out in Turkish (excluding abstracts and international publications in English given as reference) and the form does not exceed 10 pages except for Appendix-1 References and Appendix-2 Budget and Justification,
4. The textual expressions included in the project proposal are not substantially similar to the expressions included in the projects previously submitted to BAPK (including the projects that were concluded / in force),
5. The people in the proposed project team are not involved in projects with the same / similar content in force / concluded or in the case of suggestions of projects submitted to BAPK or another institution / organization.
6. Proforma invoices are necessary for the proposed machinery-equipment, consumables, fixture and service purchase expenses, technical specifications for each separately and detailed information of the service to be received,
7. The land plan must be submitted for the field work to be carried out within the scope of the project,
8. “Project partnership agreement” must be signed in the projects with stakeholders,
9. Wet signed copies of application documents must be submitted to BAPK within the specified time,
10. Ethics Committee Approval Certificate of the Project and / or Legal / Special Permits in necessary cases must be obtained,
11. It is expected that Maintenance, Repair, Training, Translation and Certificate Services are not included in the project budget.
